FMCSA names Steve Dowling, former CHP chief and Covenant safety lead, Chief Safety Officer

On August 10, 2026, the U.S. Department of Transportation announced Steve Dowling as FMCSA's new Chief Safety Officer. The Chief Safety Officer leads the agency's safety programs and works with federal, state, and industry partners on FMCSA's core mission: reducing crashes, fatalities, and injuries involving large trucks and buses.

Dowling brings more than 35 years of combined law enforcement and trucking-industry experience. He retired from the California Highway Patrol as Chief of the Valley Division and, most recently, served as senior director of safety at Covenant Logistics, where the agency credits him with contributing to three consecutive years of record reductions in the company's crash rates.

He is also a familiar name in the inspection world. Dowling served as president of the Commercial Vehicle Safety Alliance in 2010–2011 and chaired CVSA's Training Committee, the body that shapes how roadside inspectors are trained across North America.

FMCSA Administrator Derek Barrs said Dowling's "experience leading in both law enforcement and the trucking industry gives him a unique perspective that will help strengthen FMCSA's mission." This is a personnel announcement; it does not change any rule or program on its own.
